[ee4j-pmc] Rename GitHub jaspic project to authentication

Hi,

I'd like to move forward with renaming of "jaspic" to "Jakarta Authentication", of which one component would be renaming the GitHub project to "authentication".

I've created the following issue for this: https://github.com/eclipse-ee4j/jaspic/issues/74

If PMC approval is required for this, I'd like to request this.
