[che-dev] Create a valid user if no one exist when deploying on OpenShif

Hello. We merged pull request https://github.com/eclipse/che-operator/pull/597
for issue https://github.com/eclipse/che/issues/18152. It was done to improve
first user experience with Che. There are a lot of fresh clusters with only  one kubeadmin
user. But Openshift oAuth login doesn't work for this user in the Eclipse Che.
We applied to the che-operator ability to create an initial Openshift oAuth user
 for Openshift 4 platform. This user can be used for first login to the Che, using oAuth.
