[wtp-releng] 3.1 test failures

Carl, Chuck,

The Dali tests are currently failing due to us releasing some code that 
was dependent on some modulecore code that hadn't been forward ported 
from 3.0.2 to 3.1.  This is the code from bug 152461.  
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=152461)  Is it possible 
to get this code ported today, or should we go ahead and back out our 
changes?  Since we would like to get this code into M2, it would be nice 
if the code could be ported.

Let me know so we can rollback if necessary.  Thanks,
