Yes, there are glitches in the script.
I won't have time to look at why for some time (and not sure if its needed
right away ... the list seems to show everything that needs attending to
.. so, to PMC members, if you don't see your name listed, please review.


The policy currently is that one PMC
approval is enough to release code, so as to not slow down getting into
a build, for regression testers, etc., but the expectation was at least
two other PMC members would review and document their agreement (or disagreement).
In the case of unresolvable disagreement, the committers would have to
back-out their changes. This was decided/agreed-to at either last weeks
meeting, or the meeting before.

The script seems to be miscounting the votes. Seem like any +1 is counted.

For example, in https://bugs.eclipse.org/bugs/show_bug.cgi?id=159026 I
accidentally voted twice, and Chuck isn't a PMC member but the script shows
the following approvers: 

Chuck Bridgham
David M Williams
Arthur Ryman
Arthur Ryman 

Also, there is some confusion over what is required for approval. The script
shows several as Pending since only David approved, but the bugs have been
released. Let's align this script with the process. If one PMC vote is
enough now, shouldn't the script reflect that? 

What is our policy now?
