[wtp-pmc] Bug Approval Script Needs Work

The script seems to be miscounting the
votes. Seem like any +1 is counted. [1]

For example, in https://bugs.eclipse.org/bugs/show_bug.cgi?id=159026
I accidentally voted twice, and Chuck isn't a PMC member but the script
shows the following approvers:

Chuck Bridgham
David M Williams
Arthur Ryman
Arthur Ryman 

Also, there is some confusion over what
is required for approval. The script shows several as Pending since only
David approved, but the bugs have been released. Let's align this script
with the process. If one PMC vote is enough now, shouldn't the script reflect
that?

What is our policy now?
