Interesting. I didn't read it that way. I thought Chris's involvement was in
related standards as opposed to project's code base. If your interpretation
is correct, I don't have any problem approving it.

Werner's rationalization basically states that Chris has been involved
with the project since before it moved to Eclipse. The Unit-API is part
of UOMo. There is also a provision for adding committers who are
acknowledged experts in the field.
I believe that we should approve this one.
