Re: [technology-pmc] PMC approval needed for committer vote for Chris Senior

Werner's rationalization basically states that Chris has been involved
with the project since before it moved to Eclipse. The Unit-API is part
of UOMo. There is also a provision for adding committers who are
acknowledged experts in the field.
I believe that we should approve this one.
