Essentially yes, that's the textual feature.
But if we are removing it, we'll need to do a bit of refactoring and add some of the bundles from that feature into the codegen feature. The reason is that the xtext feature actually includes all the XtUML-RT bundles (on which codegen relies), and not just the Xtext related bundles.
More specifically, the textual bundles are:
oeprt.xtumlrt.xtext.*
as well as
oeprt.xtumlrt.trans.to.text.*
and
oeprt.xtumlrt.trans.to.uml.*
The remaining bundles there are all the XtUML-RT bundles needed by Codegen.

What exactly comprises the textual feature? Is it just the org.eclipse.papyrusrt.xtumlrt.xtext.feature? Who has decided that it is still in incubation? Is that just because it isn’t in the MVP?

Regarding the whole incubation/versionning policy, I'm not sure if they are guidelines (So you may include "incubating" components in your project, even if the project is graduating, although they should be clearly identified as such), or if they are strict rules (In which case Papyrus Extra plug-ins are probably not an example to be followed)
