[glassfish-dev] Releasing GlassFish 7.0.16

Hi,

We have collected a good amount of changes in GlassFish master again, and I think it's a good time to release 7.0.16 according to schedule.

I've created the 7.0.16-PREPARE branch from which to do the release, so master can continue right away.

I will stage 7.0.16 now, and if there are no objections release it to maven central later this week.
