The opt-in deadline is M4. Earlier is better than later. Whether or
not the aggregation file can/should be enabled before formal opt-in
is a matter for the planning council to determine.
I've asked the planning council PMC representatives to take care of
making sure that their projects take the necessary steps to
participate.
