FYI, I have branched 

org.eclipse.wst.sse.ui 
to 
R1_0_maintenance 

Here's the procedure I followed: 
I confirmed R1_0_0 tag was identical to the WTP 1.0 "released version
tag", then, 
branched to R1_0_maintenance with R1_0_0 as the "starting version".
