[wtp-releng] Smoke Test request ... sort of

A few teams have already smoke tested

And, that's fine ... and other teams
can too if you'd like to take the risk that the next build will be fine
with respect to JUnit tests. 

We will only declare a build that has
all JUnit's passing, but .. if _only_ the tests change (as Raghu as fixed,

and is building now) then any smoke
test on I20080125002503 would still be valid. 

As always, please don't release any
code until the build is declared (unless it's to fix a problem that prevents
us from declaring the build, of course). 

With some luck, we might be able to
declare late today, but ... we'll see how the JUnits go. I'd say there's
a fair chance it'd be Sat., Sun, or Monday!
