close ... the EXPECTED_NUMBER_OF_WST_PLUGINS
(or EXPECTED_NUMBER_OF_JST_PLUGINS) is the one to increment. 
assuming the package name starts with "org.eclipse.wst."
or "org.eclipse.jst."

avoid failing the build tests.  I need to increment 
org.eclipse.wtp.releng.tests.BuildTests.EXPECTED_NUMBER_OF_WTP_PLUGINS
to 
do so, correct?
