[wtp-releng] Adding test plug-in

I'm looking into adding a new test plug-in to the build, but I'd like to 
avoid failing the build tests.  I need to increment 
org.eclipse.wtp.releng.tests.BuildTests.EXPECTED_NUMBER_OF_WTP_PLUGINS to 
do so, correct?
