[wtp-releng] Moved to CruiseControl 2.7

For those following along, I've upgraded
our CruiseControl to version 2.7 (we were at version 2.5). 

The was mostly desired to keep up with
bug fixes and to pick up some enhancements to project configuration tags
(such as "forceOnly"), 
and some interest in new a "dashboard"
app they provide, though that doesn't work right now, at least not "out
of the box", 
and have heard there are several difficulties
getting it configured correctly, especially for a multi IP server (such
as "build.eclipse.org"). 

Initially (when first done this weekend),
Cruisecontrol was having some "out of memory" problems 
(due to unreleased sessions, or something
odd), but I'm hoping disabling that dashboard app will solve that problem.
