[wtp-releng] Let's make this week's 1.5.4 a true release candidate?

Thursday, 4/19 ... that's our release
candidate for 1.5.4, and hopefully it will be solid and no respins needed.


One "todo" still is to make
sure all our version numbers are correct. I fixed up the feature versions

that needed it over the weekend, but
there are sill some bundles that show "qualifier only" change.


That is a sign _something_ changed in
cvs. If it really was just some project preference setting that was checked
in, 
that's fine, it can stay that way, but,
I suspect most of these bundles actually had fixes made to them. In which

case their service fields need to be
incremented +1. (Don't forget to make appropriate change in 2.0 stream
as well, if needed).
