I've seen this a few times too on my
local build/tests ... I suspect its a symptom of the underlying bug ...
not the cause of it. 
I think too might be cause of some build
"hangs" ... not sure what effect it has on semi-headless linux
build machine, but 
on my windows local build I let it sit
for 6 hours once and it never did "time out".

Not sure if this is a problem but while running a local build, during the
test pass the tests in org.eclipse.jst.ws.tests.unittest.AllWSJUnitTests
hung waiting for a warning dialog to close. The warning dialog stated,

"IWAB0164E Cannot create the file "Echo.java" relative to
the page "/FlexProject/webComponent/JavaSource/foo" because automatic
file overwriting has not been enabled. Do you want to enable it for this
file?" 

Might this be related to our intermittent J2EE test failures?
