[wtp-dev] Commit rights for David Carver have been expired

Nitin Dahyabhai has expired the commit rights for David Carver (dacarver). 
The reason for this change is:

Dave's involvement in WTP was largely focused on improving our XML tools,
bolstering the list of features as well as pushing for cleaner and more
conformant code all around. His greater impact, though, has been with our
Community.  Whether bringing new projects and contributors into the Eclipse
family or regularly communicating with them though his blog, in forums,
IRC, and Twitter, Dave's level of interaction and availability to the
community has been an example for us all to aspire to.  His newer work has
unfortunately taken his focus away from WTP.  He will be missed.

To honor David's contributions to the project, Nitin Dahyabhai has
nominated David for Committer Emeritus status.
