I previously was changing the language by manual editing of bath file but this time I tried the option you mentioned (Window->Preferences->General->Runtime Preferences) but hitting "restart with the above settings" button didn't work for me again.

Yes it seems a refresh problem and it is somehow strange that it occurs for me. Lets see if anyone else is experiencing the same problem.

Anyway, how could I change the locale languages listed in runtime preferences page? For example add a new one to the list or remove available ones?
