Putting the development environment back together from scratch seems to have fixed what issues I was having.
I will upload a new "dropins-3.6.0.zip" now; containing translations from a babel nightly build.

Here is what the udig_language feature looks like:
- all the contained plugin-ins are listed
- but they have a warning next to them
- and double clicking does not take me to the file

Note I also opened up the one of the babel features (to see if I am doing it right); they show the same trouble.

I did recreate my target platform multiple times - the babel features are listed; but not the plugins.

The installation procedure seems correct and matches https://bugs.eclipse.org/bugs/show_bug.cgi?id=314859

I hear from any of our international developers; are you using eclipse in translated form?

For today I am leaving the udig_language feature out of the build which is disappointing.
