Okay this might be a little late, but I made a windows installer out of 
this release and placed it on the downloads page so it appears here:
http://udig.refractions.net/download/unstable/  Looks like it's the 
second 'x86 Installer' link.

This is my first time making an installer so if you have problems let me 
know.
