Here is the definitions from the online help:

Commit
Commit changes made to the server or database hosting the information.

Save
Save contents of the current Map or Page editor.
This menu is only available when a map is already opened.

I am going to go fix the page to mention the idea of a "temporary" layer.

They are currently related but not identical.  If the layer is a "temporary layer" (has a star beside it in the layers view) the save will commit and allow you to save that layer to disk as a shapefile (in the future gridcoverages will also be supported).  For all other layers it behaves the same as a commit.  Since temporary layers also are transactional commit will commit the temporary layer but the layer will still be temporary so on shutdown it will be lost.

Imagine I have a worldmap (from a shapeFile) as background of my diagram and I show some datas (from a WFS) in a different layer : the user must be able to edit these datas and update them on server side. A single action should be sufficient, the "Save" one : is there a way to merge these two actions ?
