Yep, order is the "mechanism" that links the two together. If you
sort the .dbf file of the shapefile in a separate action (say by
loading it in the OpenOffice or Excel, sorting the file on some
field, and then saving the result to the same file name), you trash
the shapefile set.

From my esri days, that's not right. ArcView used to be able to
regenerate a .shx file from the others, unless you created nasty
topology to trip up their algorithm. The index file was, as indexes

to be, an optimization. I think the link between the .dbf and the .shp
is done by id (ie by order) but I'm not sure about that.
