I reported the same problem one month ago.... My server is a UMN
Mapsever.
With proposed solution below, now the wizard go on. I have layers
loaded, but not rendered, with the following log (Connection timed
out):

Jesse how does this make sense? SERVICE, REQUEST and VERSION are
required parameters?
Ok I see the bug. For the work around either drag and drop the URL
into uDIg or get rid of the "?service=WMS&request=GetCapabilities".
If you do that it works great.
