Arabic map labels are not shaped.
To reproduce the problem, use e.g. a PostGIS database (Unicode encoding) and insert
some attributes with Arabic text. Use this text as a map label. You will see the difference
between the correctly shaped text as shown in the info tool window and the map labels.

If you need information on Arabic shaping, contact me or have a look at the
iText sources which contain Arabic shaping code written in Java:
