There is an Open Web Services service for this - it is called Style 
Management Service and can be looked up over on the OGC site.

That said I would *love* to have a ftp site somewhere filled with sld 
files and assocaited graphics. UDIG could latch onto the ftp location 
and give people access to the defined styles.
