[technology-pmc] Committer Election for Kazuhiro Konno on Eclipse OMR has started

A committer election for Kazuhiro Konno on project Eclipse OMR
(technology.omr) was started by Daryl Maier with this criteria:

Kazuhiro Konno has been an active contributor to the Eclipse OMR project
since 2017. He has deep knowledge of both the ARMv7 and ARMv8 instruction set
architectures and environments hosted on ARM processors. While his early
contributions to OMR were fixes to the 32-bit ARM compiler, Konno-san's
primary contributions to the OMR project are towards the development of a new
AArch64 compiler backend.  He is one of the principal contributors to the
AArch64 code generator, and was instrumental in its design and all aspects of
the implementation.  He also contributed to other areas of the compiler
requiring modification for compiling to an AArch64 target, as well as to the
port library and makefiles.  Konno-san also developed and contributed a
significant number of Tril unit tests to functionally verify the evaluators
that were written.  As a testament to the quality of the AArch64 compiler
implemented, it was used as a model by an independent group of developers to
produce a compiler backend for the RISC-V processor that was recently
accepted into the OMR project.  As a result of his many development
contributions, Konno-san has acquired deep skills in the design and
implementation of the compiler and Tril infrastructure.  The Eclipse OMR
project would benefit from a committer with this depth of experience.

Konno-san has contributed over 199 pull requests to the project, and has
repeatedly demonstrated thoroughness in his implementation, quality, and
documentation of each of those commits. He has also participated in the
review of 30 pull requests from other contributors. His comments always
reflect respect for contributors and professionalism. When his ARM expertise
is explicitly sought during a code review or through a question on Slack in
the community workspace, his responses are timely and helpful.  Konno-san's
contributions are also aligned with the language-agnostic principles of the
project as he encourages the development of language-agnostic unit test cases
when appropriate and designs where language-specific aspects are isolated in
consuming projects.

I believe Konno-san is an excellent candidate to be a committer in the
Eclipse OMR project.
