A darned good question.
Anyone on the Technology PMC can approve the request. Change the
"PMC_Approved" flag to "+1" and add a comment to the effect of "The
Technology PMC approves" and click the "return to IP Team" button.
Some small amount of leg work is required before you do so, however.
First, do a rudimentary license check. If there is any hint of *GPL, I
put a comment to the effect of "GPL ain't gonna happen, have you
considered alternatives?" (for example [1]) If you're not sure about the
license, the IP team will take care of it when you pass it on to them.
I try to make sure that they've considered things that have already been
approved. For example, I recently pushed back on a request for pdfbox
[2] which provides support similar to that of itext which has already
been approved. In retrospect, I probably should have used a few more
words in my comment (we're still waiting for an answer).
Finally, I try to look for technical sanity in the CQ. If I can't
understand why they want it, or for some reason it just seems or feels
odd, I question it.
Honestly, most of the time, this is pretty easy. It's only every
once-in-a-while that I push back.
I'm happy to take the lead on these for the short term. But, please do
feel free to jump in if you feel comfortable doing so. As a matter of
practice, maybe we should avoid approving our own submissions :-)
