[sw360-dev] on vagrant and PR1023 (dependency change)

Hi,

just was testing the PR

which also harmonises dependencies of our dependencies (good!) and it seems to work.

Then realised that it would also mean: new version of vagrant. But we should keep aways vagrant working with the current master of sw360 as users get easily confused.

Thus my proposal is 

* to make a tag for vagrant, 2.0, before merging 1023 which builds with current master
* to make a tag (12.0) for sw360 at current master
* then merge 1023
* then tag current master 12.0.1
* then tag a new version of vagrant 2.1

In order to tag the current vagrant to 2.0 I propose to apply thee open points as in this PR:
