Yes, with traci.simulation.setScale

This will apply to any <flow> definitions and any vehicles that are loaded from route-files after this command. Note that, there may be vehicles scheduled for departure within the next 200s of the current time that are already loaded and will not be scaled up. (you can change this horizon with option --route-steps).
