[sumo-user] Define a simulation based on free-flow time and capacity

Dear Users,

I have a question about how we can define a simulation based on free-flow travel time and capacity. I was able to add the capacity as a tau to my model. But I am not sure how I would be able to add the free-flow time. I tried to add the maximum speed but I haven't gotten the expected result.
