Problem here is that both lights work “additional” so an “g” for straight also means “g” for the turning cars even if the arrow is yellow or switched off. If The arrow is switched on
green This would mean “G” regardless of the state for the straight cars.
I probably can split up the signal for the lane to have separate signals for each direction, as you suggested, an make the turning signal the result of both signals.

Per my understanding of the German StVO, the switchable arrow indicates a conflict free traversal of the indicated direction.
In your case, this should be modeled with 'G' state for the right turn (followed by a 'y' and 'r' state).
Since each turning movement can have it's own signal in SUMO there is no problem with having the straight traffic keep their 'r' state for the duration.
