Per my understanding of the German StVO, the switchable arrow indicates a conflict free traversal of the indicated direction.
In your case, this should be modeled with 'G' state for the right turn (followed by a 'y' and 'r' state).
Since each turning movement can have it's own signal in SUMO there is no problem with having the straight traffic keep their 'r' state for the duration.

I am using a SUMO Network with multiple traffic lights that are using switchable green and yellow right-turn arrows.

I could not find a good solution yet in the SUMO traffic lights documentation. As a workaround I am using the "s" option which represents the not switchable 
'green right-turn arrow'. But with this the vehicles are always stopping and are not using the actual priority they have to pass the junction. This slows down the traffic flow significantly.

Is there a better way to represent this in SUMO?
