Please try to reproduce your problem in a small network (see https://sumo.dlr.de/docs/Netedit/neteditUsageExamples.html#reducing_the_extent_of_the_network)

Then provide this network along with the exact steps to reproduce the issue (a saved network that cannot be loaded by sumo).

When I modify with netedit the TLS cycle of a cluster of traffic light signals in a crossroad, and after saving the changes in a new sumonetwork file, I have the following error when I try to open the new network in sumo-gui:

Error: Invalid linkIndex '23' in connection controlled by 'cluster_1246744979_1395083865_30438446_41430295_4816012929_4816012930_4818455270_7672571397_7672571399

I don't really understand this error becuase, as far as I am concerned, I haven't modified any links, just added some states of the TLS cycle. The joined TLS cluster is quite large as you can see in this image below:

I can send you both unmodified and modified sumonetwork files if you need them, but they are too large to send them by email.
