I used SUMO 1.9.0, and python 3.9.4 under Windows 10. And I
still have the same error. I tried osmWebWizard on my Macbook
and it worked but I have no idea what is wrong with my
windows.

please post also the line, how you called
osmWebWizard.py.
Before calling osmWebWizard you should chdir to
your private directory (C:\Users\yyuan7\Sumo)
It seems you have called osmWebWizard.py with the
option -b
