which version of SUMO are you using?
I have tried osmWebWizard with python3 under Windows 10 from the
latest development version and it works for me

please post also the line, how you called
osmWebWizard.py.
Before calling osmWebWizard you should chdir to your
private directory (C:\Users\yyuan7\Sumo)
It seems you have called osmWebWizard.py with the option
-b
