Duarouter computes the route with minimum traveltime based on speed limit and maximum vehicle speed.

How does duarouter make trips? Is it based on minimum distance (using shortest path length) or minimum travel-time between OD data?
It seems that it uses the shortest path length, but I want to be sure.
