Vehicle ids are strings so "1" is correct in principle. However, the call will only succeed once the vehicle has been loaded from the route file (or added via traci.vehicle.add).

You can safely catch TraCIException and try again later or you can check for vehicle existence using traci.vehicle.getIDList() or traci.simulation.getDepartedIDList().
