lcMaxSpeedLatStanding="0" should have the desired effect in sublane simulation as well as continuous-lanechange simulation. Admittedly, there only a few tests for this at the moment. If you can provide a small counterexample that would be helpful.

I've been trying to prevent cars from changing speeds when they have little to no speed, with no success.  I've tried setting lcMaxSpeedLatStanding to 0, as well as the lcMaxSpeedLatFactor to 0.01, with no luck.  I've tried it with and without the sublane model enabled.  Is there something I'm missing?
