try upgrading to the latest release of sumo and check if the error persists:

sudo add-apt-repository ppa:sumo/stable
sudo apt-get update
sudo apt-get install sumo sumo-tools sumo-doc

I recently upgraded to ubuntu 19 and had to reinstall SUMO because of some
library dependencies. However, now the function
getCompleteRedYellowGreenDefinition gives the following error:

This is the only function where this happens.

We installed sumo with sudo apt-get install sumo. Hope you can help.
