The tool  mpl_dump_onNet.py is not actively maintained (https://github.com/eclipse/sumo/issues/5522).
You should be able to use the alterantive tool indicated in the ticket.
Also, since version 1.2.0 sumo-gui can load edgeData files for visualization directly (https://sumo.dlr.de/wiki/SUMO-GUI#Version_1.2.0_and_later)
