You can remote-control the vehicle to force opposite direction driving using TraCI if the network has been configured to allow this (http://sumo.dlr.de/wiki/TraCI)

I would like to simulate the following scenario using SUMO: an autonomous
car is blocked by some sort of road blockage (just before an intersection),
and the car has to perform an 'illegal' move by crossing the line and drive
around the blockage by using the lane for the opposite direction. It should
be clear on which terms the decision is based on. Is this possible to
simulate using SUMO? I'm a new user and just accomplished to set up the
intersection. Any help or suggestions to push me in the right direction are
much appreciated.
