Hi,


This is Abeer, P.h.D student, and I'm using TAPAS congestion data for my project.


I have a problem with the cologne.osm.xml file.  When I tried to open the file in JOSM to define a specific building as Poi, the file doesn't open and give me an error.


Could you advise me if there is any way to solve this problem?


By the way, I have TAPASCologne-0.17.0 version.
