I don't recall the circumstances by which it was added (and have nothing in my email log). 

This sort of relationship is typically established by the Working Group (the page you've referenced is a Working Group page, not a PMC page). A working group may express an interest in projects that fall outside of the purview of any particular PMC (FWIW, most working groups don't have a 1:1 mapping between the working group and a top-level project).
