This information is not correct. qooxdoo was initially covered by LGPL,
never GPL (the latter one being fundamentally different, particularly
due to its "viral" aspect of the license).
LGPL is a weak copyleft license and is pretty much of the same "spirit"
as EPL. Unfortunately, they are not "compatible". Therefore the qooxdoo
project asked permission at that time from all the relevant contributors
for extending the LGPL license for their contribution to a dual LGPL/EPL
license. Users can now choose which license to receive the code under,
which w.r.t. EPL allows for easy use of qooxdoo in the Eclipse
ecosystem.
