I am using - almost - the same configuration (Kubuntu 12.10 64-bit on x86) and I was able to use the debugger recently with C and Fortran Programs.
So, one strategy to circle in on the error might be to track the differences between our systems. I don't think that 12.04 vs. 12.10 should make a difference. What about your desktop ? If you say Ubuntu, you are using unity ?
The other difference might be that I was using "localhost" as remote system. Same for you ? If not, what OS is the remote system ? Any firewall on the way that might be blocking ports ?
