Go into Preferences>Run/Debug and click on Launching. Uncheck "Build (if required) before launching". Does that stop the build from happening?
This workaround is not very nice because as far as I see it changes it for the whole workspace.
John filed bug
357994 to address that one currently cannot configure it per launch configuration (it should be as for Local C/C++ launch).
Additionally it is odd that remote launch triggers the build of all projects in the workspace. Is that a separate bug?
