I'm not sure what you mean here.  The new RM is "defined" by an XML file.  That is, its properties, commands, and UI parts are all configured there.  When you selected one of those definition files, the RM is generated.  

But I have a feeling that's not what you're asking.  Are you looking to be able to generate the XML programmatically (instead of writing it by hand)?  There is currently no provision for this, but we certainly could consider it in the future.  I would need to get some user requirements as to how one would expect this to work.
