[ptp-dev] Removing old projects

There are a couple of projects in Photran's section of the repository
that aren't used (e.g., vpg-feature, releng).  I'd also like to
merge/restructure a few existing projects this summer, if I can find
time.  So I don't want to change anything now, but how will this work?
 Could this coincide with the move to Git, i.e., we just wouldn't move
the unused projects?
