[ptp-dev] Change to Resources Tab

In order to make the PBS Launch Configuration Tab play with the ScrolledComposite parent, I had to modify the way the ResourcesTab determines whether to show the scroll bar.  I don't believe this change adversely affects the other Resource Managers, but I thought I'd post this message alerting all to this fact, in case my initial testing did not uncover something.

The changes have been committed to HEAD and 4_0.
